The FEDE is delighted to count the lawyer Victor Towo Kamga amongst the members of its Academic Council. A senior staff member at the French Directorate General of Public Finances, Victor Towo Kamga will provide the FEDE’s existing experts with specialist knowledge on African issues, public finance and law.
What and where did you study?
In September 1993 I obtained an advanced degree (French DEA) in contentious law, graduating top of my year. In 2005 I completed a PhD in law at the University of Paris Panthéon-Sorbonne. Since then I have not stopped learning: on 5 December 2013, after undergoing the necessary professional ethics review in Paris, I obtained a professional lawyer’s certificate and was sworn in by the Bar of Beauvais.
What have been the highlights of your career?
As temporary lecturer and researcher at the Université de Droit de Metz, I taught tax law, public service, public policy and constitutional law. I went on to teach banking law, commercial law, international law and public law at the Centre de Formation Professionnelle Notariat (Lille, France); I also taught a bachelor’s-level course on legal careers at the Institut Universitaire de Technologie of the Université de Paris Villetaneuse, As a member of the Institut Français des Sciences Administratives-Section Est, I have also been active in organising regional and international conferences – in particular on education, governance and ICT.
But you haven’t only worked as a teacher?
Certainly not! I’m a senior staff member at the French Directorate General of Public Finances. Over the course of my career I have been, first, head of deposit and financial services at the Oise region’s treasury; then accounting officer for the Oise region public interest grouping Conseil Départemental d’Accès au Droit; and chief deputy treasurer at the French embassies in Chad and Senegal. Between my periods in Chad and Senegal, I was head of the clearance service and legal counsellor at the Oise regional public finances directorate. It is thanks to this varied career that I have developed solid expertise on public finance and law.
How do you see your role on the FEDE Academic Council?
I’m delighted to become a member of the group of experts composing the Academic Council of the FEDE’s Research Institute. I accepted the offer with great enthusiasm.
I will have the opportunity to use the knowledge I’ve acquired during my career working for the French civil service.
